Additional Information: The first part of this submission is to satisfy the requirements of 5.1.3, the adoption of a Complete Streets policy and includes the following three documents: CS policy, minutes of the Board of Selectmen meeting where the policy was adopted, and the email sent to all department heads. The second part of this submission relates to our Complete Streets team and all the outreach accomplished to date. Included are the committee information and action document, minutes of the May meeting, agenda for the June meeting (minutes unavailable yet, the brochure distributed all over town, the on-line survey, survey results through 7/27/18, and pictures of outreach at our framers market. In order to reach the most diverse group of stakeholders, a survey, distributed in print and on-line, was developed and then outreach to the town was held at the Madison Farmers Market, Sunday Concerts on the Green, Bicycle Rodeo, Stop & Shop, and Town wide email messaging. Survey results show clearly that residents of all age groups and user modes (walk, bike, drive, etc.) have responded. We now have nearly 450 survey responses - a number far larger than any single workshop or meeting could attain.

7. Renewable and Efficient Energy Infrastructure and Operations

Additional Information: Attached please find the certified minutes of the Board of Selectmen meeting where the resolution to join C-PACE was approved (no separate resolution was produced) and the signed C-PACE agreement with the Green Bank. The Madison Energy & Efficiency Committee organized a C-PACE presentation at a recent Chamber of Commerce meeting (notice attached). The committee chair contacted the CT Green Bank and secured the attendance of Mackey Dykes from the CGB and the Town hosted the meeting at the Madison Senior Center.

We are submitting for Brown and Polson schools which were just approved for Energy Star status. Additional Information: We began the formal process of streetlight system acquisition from Eversource in January, 2015 (see letter of intent). The inventory at that time is detailed in the Madison 6-9-15 Exhibit A document. After the sale, we issued an RFP, contracted with Siemens for the upgrade, obtained the Letter of Authorization for the rebate from Eversource, choose the actual lighting to be installed (see Master Final for Eversource Invoicing & Rebates. Our streetlights are Dark Skies International compliant (full cut-off and 3,000 K, AMA sensitive (I chose lighting with the smallest amount of the dreaded blue spike and spectrum, and by using the latest, low power LED engines, achieved a dramatic 200,000 kWh annual electric savings.
